trainers meeting picSHELBYVILLE, TN- The WHTA held a General Membership meeting on May 25, 2016 at 5:30 pm at the Blue Ribbon Circle on The Celebration grounds. Lobbyist, Jeff Speaks was present to provide an update to the trainers and answer any questions.
AFIS is planning to issue “PAST Act Provisions” as a rule, that adds to the Horse Protection Act in July of 2016. “The PAST Act Provisions” will eliminate the use of pad, chains, and heavy-weighted shoes. There will be a comment period open to express all thoughts and concerns. Jeff Speaks expressed the importance of the Walking Horse industry coming together in unity, and working together in the next 2-3 months to provide clear evidence as to why this rule should not be passed.
Once the comment period is over the agency will take the comments into account and then issue a final rule, which has the same effect as law. The expected time frame for a final rule is estimated to be mid to late October, 2016.
